Seeking an experienced and commercially astute Deputy HR Manager – Middle East, Horn of Africa & East Africa to join a global organisation based in Riyadh, Saudi Arabia.
This is a senior regional HR leadership role, partnering closely with business leaders to drive people strategy, organisational effectiveness, and operational excellence across multiple jurisdictions.
Working within a dynamic, fast-paced international environment, this role requires both strategic capability and hands-on operational delivery, with responsibility across talent, performance, compensation, compliance, and culture.
Key Responsibilities
Strategic HR Partnership
- Partner with senior business leaders to develop and implement HR strategies aligned with regional and global objectives
- Support organisational transformation and change initiatives, ensuring effective people planning and risk mitigation
- Act as a trusted advisor to leadership on workforce planning, engagement, and capability development
Talent Acquisition & Talent Management
- Lead regional talent acquisition strategy to attract high-calibre professionals
- Drive talent development, retention, and engagement initiatives
- Implement succession planning frameworks and leadership development programmes
- Build and maintain a robust pipeline for critical and future-focused roles
Compensation & Performance Management
- Manage regional compensation structures in alignment with global frameworks
- Oversee annual performance review and salary calibration processes
- Ensure fair, competitive, and compliant remuneration practices
- Provide guidance on reward strategy to support retention and performance
Policy & Compliance
- Ensure full compliance with local labour laws across relevant jurisdictions
- Act as custodian of HR policies, ensuring alignment with headquarters standards
- Manage employee relations matters in line with legal and internal frameworks
- Mitigate HR-related risks through proactive governance and oversight
HR Operations
- Oversee accurate employee data management within HRIS systems
- Prepare and review payroll inputs and monthly payroll processes
- Ensure operational efficiency across HR administration and reporting
- Maintain structured HR documentation and compliance records
Culture, Inclusion & Engagement
- Champion Diversity, Equity & Inclusion (DEI) initiatives across the region
- Foster a collaborative, inclusive, and high-performance culture
- Support leadership in building strong employee engagement practices
Administration & Facilities Oversight
- Supervise office facilities management and vendor coordination
- Oversee general administrative functions to ensure operational continuity
Requirements
- Degree or Diploma in HR, Business, or a related discipline (preferable)
- Minimum 10 years’ regional HR experience within a global or multinational organisation
- Proven experience leading and developing HR teams
- Strong stakeholder management skills, with the ability to influence at senior levels
- Demonstrated experience operating within a fast-paced, high-volume environment
- Strategic and operational agility, capable of balancing long-term planning with hands-on execution
- Strong knowledge of regional labour laws and HR compliance frameworks
- Experience managing payroll processes and HR systems
- Excellent communication and leadership skills
