Senior Procurement Officer – Self-Propelled Jack-up Barges
Location: United Kingdom (Hybrid, with travel to operational sites and suppliers as required) Contract: Full-time, Permanent Salary: Competitive, dependent on experience
 
About the Role
We are looking for an experienced Senior Procurement Officer to manage the procurement and commercial activities associated with a fleet of Self-Propelled Jack-up Barges (SPJUBs) and related marine assets.
This is a specialist procurement role focused on ensuring the timely, cost-effective, and compliant acquisition of goods and services that support the operation, maintenance, refit, and mobilisation of SPJUBs. You will work closely with engineering, marine operations, technical, project, and commercial teams to deliver strategic procurement solutions that minimise risk and maximise value.
This is an individual contributor position with no direct line management responsibilities. Success in the role will come through technical expertise, commercial judgement, and the ability to influence stakeholders and suppliers.
 
Key Responsibilities

  • Develop and implement procurement strategies to support the operation, maintenance, mobilisation, and upgrade of Self-Propelled Jack-up Barges.
  • Lead end-to-end procurement activities, including sourcing, tendering, supplier evaluation, contract award, and contract management.
  • Procure a wide range of marine goods and services, including vessel equipment, engineering services, dry-docking, maintenance, specialist contractors, marine logistics, and offshore support services.
  • Negotiate commercial terms and contractual agreements to achieve best value while managing commercial and operational risk.
  • Build and maintain strong relationships with key suppliers, shipyards, equipment manufacturers, and service providers.
  • Monitor supplier performance and identify opportunities for continuous improvement and cost optimisation.
  • Work collaboratively with technical and operational teams to understand future procurement requirements and support project planning.
  • Ensure procurement activities comply with UK procurement policies, company governance, and relevant maritime regulations.
  • Conduct market analysis to identify new suppliers, technologies, and commercial opportunities.
  • Prepare procurement reports, cost analyses, and recommendations for senior management.
  • Support contract variations, claims, dispute resolution, and supplier performance reviews where required.

About You
You are an experienced procurement professional with a strong commercial mindset and an understanding of the marine, offshore, or heavy engineering sectors. You can manage complex procurement activities independently and build credibility with both technical specialists and commercial stakeholders.
 
Essential Requirements

  • Significant procurement experience within the marine, offshore, energy, shipbuilding, engineering, or heavy industrial sectors.
  • Experience managing high-value and technically complex procurement projects.
  • Strong contract negotiation and supplier management skills.
  • Excellent understanding of procurement principles, commercial risk, and contract management.
  • Ability to interpret technical specifications and collaborate effectively with engineering and operational teams.
  • Strong analytical, negotiation, and problem-solving skills.
  • Excellent communication and stakeholder management abilities.
  • Highly organised with the ability to manage multiple procurement activities simultaneously.
  • Proficiency in ERP and procurement systems (such as SAP, Oracle, IFS, or similar) and Microsoft Office.

Desirable Requirements

  • MCIPS qualification or working towards Chartered status.
  • Experience procuring marine vessels, offshore equipment, or specialist marine services.
  • Knowledge of offshore wind, marine construction, ports, dredging, or oil and gas operations.
  • Familiarity with marine classification societies, vessel maintenance programmes, and dry-docking requirements.
  • Experience with standard commercial contracts, including NEC, FIDIC, BIMCO, or bespoke engineering agreements.
  • Understanding of UK maritime regulations and international supply chains.
