Technical and Compliance Officer, London

Spinnaker is on the search for a logical-thinking, safety-orientated Technical and Compliance Officer for our client’s office based in London.

Our client, a leading flag state looking for a marine professional to join their Inspections and Surveys Department to carry out a wide range of duties associated with the statutory compliance of its diverse fleet.

As a Technical and Compliance Officer your main responsibilities will be to provide guidance to ship owners, managers, recognised organisations, other departments in the administration, and other relevant government agencies. You will also manage inspections, conduct technical reviews and represent the Flag State at various meetings when needed.

To be successful in your application, you will have a wide knowledge of the International Maritime Conventions and Codes; you will either have seagoing experience at a senior level or surveying experience within an IACS Classification society. You must also hold, or have held seagoing qualifications to STCW II/2 and preferably have experience as a Master, Chief Engineer, or Naval Architect.

Senior Project Manager (Transshipment), Germany

Spinnaker is working exclusively with a high-caliber ship owner/operator based in Germany to find Senior Project Manager within their Transshipment division.

In this role, you are responsible for the day-to-day running of our Transshipment Projects in various project implementation and management tasks.

You will be tasked to carry out project implementation and management (new and existing Transshipment Projects, and project-within-a-project tasks) in co-operation with the selected teams and other relevant departments, including assessment of risks, technical systems, operational set-ups, financial impact and schemes, system logistics procedures, corporate structures, HR requirements, and procurement co-ordination.

The ideal candidate will be either a Chief Engineer or Master Mariner (Captain) who is commercially astute, with extensive shore-based project management experience. Bulk experience would be preferred but other vessel types will be considered.

Marine Representative, Jack-Up Barges (rotational)

Spinnaker is currently looking for a Marine Representative to work a rotational position for a client of ours, a shipping operator based in the Middle East.

This position is working with Jack-Up Barges and is 6 weeks on, 6 weeks off.

Your responsibilities will include:
• Organising daily operations of the vessels
• Review all documents, risk assessments, task plans, etc.
• Ensure maintenance of all equipment
• Maintain good safety standards on board
• Manage and coordinate subcontractors

Suitable candidates should have:
• A good level of offshore experience as a Chief Mater or Master Mariner onboard Jack-Up Barges
• All standard offshore certifications (Huet/Bosiet, H2S, etc.)

Candidates should be able to speak English fluently.

Crewing Officer, Essex

We are currently seeking a maritime professional, ideally with previous crewing experience for an exciting Crewing Officer role with a crew management services company based in Essex.

Within this role, you will report into the Managing Director and Fleet Director and be responsible for the daily crewing operations of the vessels assigned to you. You will organise embarkation and repatriation of crew, maintain records for the crew database and verify crew certificates. You will also approve port costs and crew expenses.

Keeping up to date with Maritime Flag state legislation and applying that knowledge to ensure all crew are adequately trained and complaint with current regulations will also fall under your remit.

To be suitable for this role you will ideally have 1-2 years’ experience in a similar role. Experience with passenger vessels is advantageous.

Radio Service Engineer - Netherlands/Belgium

A leading marine services company is looking for a Radio Service Engineer to be based in Belgium or the Netherlands.

You will be responsible for installing, servicing, and repairing equipment on board client’s vessels. You will be expected to be adaptable being able to diagnose problems, troubleshoot, deal with software, and have excellent experience of navigation and communications equipment.

You must have at least 1 year of experience working with radios and preferably have GMDSS training.

Technical Advisor, London

On behalf of our client an industry body for gas carriers and terminal operators, Spinnaker are looking for a Technical Adviser.

The position will be full time, based in London.

You will be involved in creating best practice publications and participating in IMO discussions. Both tasks involve spending a significant amount of time reading regulations, international standards and industry best practice publications.

As Technical Adviser you will be responsible for running multiple working groups, set up to produce best practice publications. Diplomacy and consensus building ability are important skills to bring to this position.

The task of writing and rewriting text in publications is a key role of a the Technical Advisor and publications are required to be highly accurate and of excellent quality.

Your time will therefore be spent on research, carry out multiple reviews of the same draft publication to ensure accuracy.

Attention to detail and careful review are key aspects of the role.

For this role we seek an individual familiar with liquified gas shipping regulations, standards and industry best practice.

You will have the ability to understand complex technical issues and to carry out technical research and therefore a formal technical qualification as an engineer or naval architect would be advantageous.

Fluency in English language with excellent written and oral skills is essential for this position.

Procurement and Contractor Manager - Offshore Construction - Middle East

You will be responsible for reviewing crew related contracts, including budgeting and identifying cost saving strategies. You will also monitor trends and cause of accidents and incidents, developing company strategy to reduce occurrences. You will also be responsible for training seafarers in relation to accidents and monitoring labour market conditions.

Experience in a similar role will be ideal, along with strong management skills and an up to date knowledge of maritime labour laws.
